MASLOC case: Sedina Tamakloe Attionu sentenced to 10 years in prison

Sedina Tamakloe Attionu, the former CEO of MASLOC, has been sentenced to ten years in jail and hard labour.

On Tuesday, April 16, 2024, the punishment was read in court.

She received the same penalty as Daniel Axim, MASLOC’s former Chief Operating Officer, who will serve five years in jail and hard labour.

They were both convicted guilty of 78 crimes, including conspiracy to steal, inflicting financial harm on the state, money laundering, and causing damage to public property in contravention of public procurement rules.

Since 2019, the two have been on trial.

According to a sources, the state summons six witnesses in total. Sedina Tamakloe was tried absentee because she left after receiving consent from the Accra High Court to seek medical treatment overseas.

Background:

The prosecution asserted that the accused embezzled GH¢3.19 million during their time at MASLOC and created an intentional financial loss of GH¢1.97 million to the state. They were also accused of making unauthorised agreements, resulting in financial obligations of GH¢61.74 million for the government.

The allegations also included GH¢22.15 million in public property loss, wrongful payment of GH¢273,743, and laundering of GH¢3.7 million.

In a significant move, the court allowed the prosecution’s motion to conduct the trial in Attionu’s absence on February 24, 2023. This ruling came after Attionu was granted permission to travel to the United States for medical treatment in 2021 but did not return.

On January 24, 2023, the court ordered former Ghana National Petroleum Corporation (GNPC) CEO Alex Mould and actor Gavivina Tamakloe to pay a GH5 million bail bond to the state owing to their inability to produce Attionu, for whom they served as sureties.

According to the prosecution, in 2017, the Economic and Organised Crime Office (EOCO) looked into fraudulent MASLOC grant payments involving Attionu and Axim.

Investigations found that in June 2014, MASLOC invested GH¢150,000 in Obaatanpa Micro-Finance firm Limited, a licenced Tier II microfinance firm in Ejura, Ashanti Region.

On July 24, 2014, Obaatanpa received a MASLOC Agricultural Development Bank (ADB) check for GH¢500,000 after Attionu promised him an extra GH¢500,000 investment.

Upon receiving the cheque, Attionu allegedly sought a 24% interest rate from Obaatanpa. Obaatanpa refused, therefore Attionu sought a monetary return. Obaatanpa returned GH¢500,000 cash to Attionu on August 28, 2014.

Despite admitting receipt of the repaid amount in a letter dated August 28, 2014, an inquiry found that MASLOC had no record of the transaction. Attionu allegedly took GH¢500,000 for personal purposes.

In 2015, notwithstanding the prior return, MASLOC wanted interest payments on Obaatanpa’s main investment. Subsequent investigations revealed anomalies, indicating that Attionu misappropriated monies.
